Job Description
Description: To ensure delivery of all HR Services in the Netherlands and Belgium strategic, transactional, operational levels and relating to employee benefits. This include labour legislation that contributes to the achievement of workplace and organisational goals and performance in the geographical area of responsibility. Contributing to strategic policy and procedures to ensure organisational achievement of goals. Work closely together with the global support functions such as compensation and benefits, Learning and development, Recruitment. Being responsible for maintaining relevant administrative activities.
Requirements/Qualifications: • WO/HBO level required
• Min of 8 years of relevant work experience
•Experience and ability to work in a global matrix organization
• Thorough knowledge of labour law and (Dutch) legislation
• Excellent communication skills both oral and written, in Dutch and English, French is preferable
• Accurate, excellent eye for details
• A self-starter, ability to work unsupervised and use own initiative
• Ability to prioritise and manage their own workload
• Proactive, flexible working attitude with a good sense of humour
• Pragmatic, no-nonsense and hands-on
• Team player
• Flexibility of approach to people and situations, good social skills
Responsibilities: To provide advice and guide management and individuals on organisation design, employee development, legislation, case law and/or company HR policies and procedures for both Belgium and the Netherlands relating to:
 Behavioural standards of all employees
 Performance management, discipline, sickness, absence, recruitment, grievances and all other HR issues
 Protection of confidential information e.g. Data Protection, Access to Medical Records, Health Records
 Knowledge of new developments in legislation and case law
 Develop and deliver in conjunction with the HR business partner commercial HR projects such as bonus plan, global job matrix etc.
 Discuss, propose and implement short / medium / long-terms development plans, in conjunction with functions management
 Negotiate and deliver all staff benefits packages such as insurance, health cover, travel insurance, pension provision etc.
 Plan and undertake specified projects as required, e.g. to improve HR Systems and processes and the level of service delivery; Employee Survey
 Continuously look to improve and develop other HR practices and maintain and develop personal and professional abilities
 Find the right balance in supporting both Belgium and the Netherlands


COMPLEXITY:

The HR Manager operates in a global matrix structure and has an important role to communicate with all levels in the organization as the Netherlands is the headquarter for Norgine. The individual is required to have tact and discretion as well as the ability to see things through in a pro-active manner.
The HR manager is the first point of contact for all HR related matters in the Amsterdam office and therefore an ambassador for Norgine. For this reason it is essential that the individual presents a professional approach as well as possesses good oral and written skills. Accuracy of typed communication and the presentation of information have to be of a high standard.
Although some of the tasks may be routine or cyclical, there are also a number of non-routine tasks that demand flexibility and insight in their prioritisation and balancing. The HR manager must be able to handle confidential information securely.
The HR manager must be a strategic sparring partner for the MT’s in both Belgium and the Netherlands and should be able to contribute to the longer-term strategy for the two affiliates. Managing employee relations will become an import task in the near future.
